President, CEMEX U.S. Operations
Gilberto Perez joined CEMEX in 1988, and worked in positions dealing with international sales, logistics, strategic planning and general management.
In 1998, he was appointed President of CEMEX U.S. Operations. In this capacity he led the integration of Southdown Corporation, the largest cement producer in the United States at the time, which was purchased by CEMEX in 2000. This effectively quadrupled the size of CEMEX in the United States.
In 2005, he directed the integration of RMC USA into CEMEX, creating the largest construction materials manufacturer and distributor in the U.S., with almost $5 billion in revenues and more than 10,000 employees. In 2007, he directed the integration of Rinker Materials into CEMEX USA, increasing annual revenues to $8.4 billion and now employing nearly 18,000 employees.
Mr. Perez, an avid supporter for the advancement of educational programs, sits on the Board of Director's for the University of Houston School of Business, the Mexican Institute of Greater Houston, the Portland Cement Association and the National Stone, Sand and Gravel Association.
He holds a Master of Science in Management from Stanford University, and a bachelor's degree in Business Administration from the Monterrey Institute of Technology in Mexico.

Executive Vice President, Planning
As the Executive Vice President of Planning for CEMEX's U.S. operations, Frank Angelle is responsible for business planning, strategic planning, corporate development, pipe operations and real estate for the Company. Since joining CEMEX in 1990, Angelle has held several leadership positions with his most recent role as the Vice President of Strategy and Operations Improvement. Angelle holds a bachelor's degree in business administration with a concentration in accounting from the University of Notre Dame.

Executive Vice President, Commercial
As Executive Vice President of Commercial, Frank Craddock is responsible for managing national accounts, supporting and coordinating pricing decisions, developing marketing and commercial strategies, and monitoring commercial performance for all products. Credit and Sales Administration also report to him. Prior to his current position, Craddock was the Executive Vice President of Ready-Mix and Aggregates. Craddock holds a bachelor's degree in Public Administration from Auburn University in Auburn, Ala., and an MBA from the University of Central Florida in Orlando, Fla. Craddock is a member of the Portland Cement Association (PCA) and the National Ready Mixed Concrete Association (NRMCA).

Executive Vice President, Shared Services Organization
As the Vice President of the Shared Services Organization, Ira Fialkow is responsible for information technology and accounting support services delivery to operations. Fialkow joined CEMEX in 1990 and has held a variety of positions in finance, human resources, and information technology. Before joining CEMEX, Fialkow started his career as a CPA with Deloitte. Fialkow holds a bachelor's degree in Business Administration from Florida Atlantic University in Boca Raton, Fla. and is a member of the American Institute of Certified Public Accountants.

Executive Vice President, Logistics
As the Executive Vice President of Logistics, Juan Carlos Herrera is responsible for the company´s logistics operations, transportation and supply chain planning. Herrera joined CEMEX in 1991 and has held various positions within the company including Vice President of Planning and Innovation for CEMEX Mexico as well as several positions in Cement Operations, Logistics and Strategic Planning. Herrera has a bachelor's degree in Mechanical Engineering from Monterrey Tech in Mexico and an MBA from the University of Michigan.

Executive Vice President, Human Resources
As the Executive Vice President of Human Resources for CEMEX's U.S. operations, Andy Miller is responsible for the company's human resources development and training, compensation and benefits, labor, health and safety functions. Prior to joining CEMEX in 1998, Miller was Vice President of Human Resources for Molex, Inc. Before Molex, he was the Vice President of Human Resources for Little Tykes, a division of Rubbermaid. He also held Vice President of Human Resources positions with Rubbermaid Specialty Products and Rubbermaid Commercial Products. Miller holds a bachelor's degree from Purdue University and a master's degree from the University of Phoenix.

Executive Vice President, Cement Operations
As the Executive Vice President of Cement Operations for CEMEX's U.S. operations, Luis Oropeza is responsible for the operations at the company's 14 cement plants in the U.S. Oropeza joined CEMEX in 1985 and has held various positions within the company including Vice President of Manufacturing for CEMEX in Mexico as well as various positions in cement plant management, operations and engineering with CEMEX in Venezuela. Oropeza holds a bachelor's degree in Electrical Engineering from Northeastern University in Boston.

Regional President, East
As the Regional President of the East Region, Karl Watson, Jr. is responsible for overseeing commercial sales activities as well as aggregates, ready mix, concrete product and gypsum operations in Florida. Watson most recently served as the President of Rinker Materials West. Previously, he had been the Chief Executive of Readymix in Australia and Vice President of Florida Materials. He has 20 years of experience in the construction materials industry, having worked his way up through the company in a variety of roles. He has a Bachelor's of Science degree in Business from Palm Beach Atlantic College and an MBA from Nova Southeastern.

Executive Vice President and General Counsel
As the Executive Vice President and General Counsel for CEMEX's U.S. operations, Leslie White is responsible for the company's legal, environmental, public affairs and communications functions. White joined CEMEX in 1996 as the company's Assistant General Counsel. Prior to CEMEX, White was an associate with Bracewell & Patterson, L.L.P., in Houston. Before that, she was an associate with Testa, Hurwitz & Thibeault in Boston. White holds a bachelor's degree in Finance from Texas A&M University and a Juris Doctorate from The University of Houston. She is a member of the American Bar Association and the Houston Bar Association.

Regional President, West
As the Regional President, West, Steve Wise is responsible for overseeing commercial sales activities as well as aggregates, ready-mix, and concrete product operations in the Pacific Northwest, California, Nevada and Utah. In his most recent position, Wise was the Executive Vice President of Ready Mix, Aggregates & Concrete Products for CEMEX's U.S. operations. Wise joined the company in 1988 and has held various positions within CEMEX including Vice President and General Manager of Texas Ready-Mix and Aggregates, Vice President and General Manager of the Minerals Group, Controller for Ready-Mix and Aggregates, as well as various positions in cement plant management, administration, accounting and finance. Wise holds a bachelor's degree in Accounting from Texas State University and an MBA from the University of Houston. Wise is a board member of the National Ready Mixed Concrete Association (NRMCA).
